Using 14 months of data from her international fieldwork, Dr. Claire Greenstein shows that domestic reparations programs are driven by victim group mobilization and that the untested assumption that rich states pay reparations while poor states do not is false. She explains why governments implement reparations programs and why reparations are increasingly relevant and widespread
